Manager, New Jersey Health Information Network (NJHIN)

Position Summary –

The Manager of NJHIN for the New Jersey Innovation Institute (NJII) is responsible for the day-to-day management of the NJHIN platform and staff.  This includes managing relationships with participants and vendors.  The Manager is also responsible for the onboarding of new participants into the Network and managing the operational staff.

  • Executive and Senior Directors

Supervises -

  • Engagement Coordinators
  • Part-time Project Assistants

Essential Functions –

  • Coordinates onboarding of Trusted Data Sharing Organizations and other NJHIN participants
  • Plans and controls changes to NJHIN and its environment
  • Delivers outreach to providers and partners to engage in NJHIN services
  • Manages quality assurance programs ensuring participants meet data quality requirements
  • Researches and frames-out possible Future Use Cases
  • Acts as an escalation point for all NJHIN Operational Issues
  • Acts as a point of contact for Operational Items with all NJII Partners/Subcontractors
  • In support of New Jersey Health Information Network Operations:
    • Manages Partners to contracted Service Level Agreements (SLAs)
    • Maintains Key Performance Indicators of NJHIN

Additional duties -

  • May serve as a liaison between regulatory and governmental agencies, regional operation companies, regulated service providers, vendors and telecommunications organizations.
  • Performs other functions as requested, including the following:
    • Researches alternative methods of efficiency for programs and processes
    • Creation of forms used for onboarding and managing program participants
    • Creation of reports to demonstrate use and effectiveness of the program
  • Supervision of staff includes but is not limited to time reporting, performance management, workforce planning and mentoring, education & career path support

Prerequisite Qualifications -

Education requirements

  • Bachelor’s degree required

Additional job related experience/and/or education may substitute for the required education on a year-for-year basis.

Experience requirements

  • Three (3) years job related work in Healthcare, Public Health and/or operations

Knowledge/Skills requirements

Demonstrated knowledge of Patient Matching and Demographics:

  • Health Information Exchange (HIE)
    • Interoperability Concepts
    • Connect, including core solution
    • Direct Secure Messaging
    • Health Level Seven (HL7)
    • Consent Management
    • Understanding HIE Technologies
    • Portals (provider/member)
    • Consolidated Clinical Document Architecture


  • Data Integrity and Quality
    • Quality assurance concepts and processes
    • Data security assurance concepts and procedures
    • Demonstrated knowledge of patient matching best practices
    • Demonstrated understanding of HIPAA


  • Proficient in Microsoft Office including Word, Excel, Access and PowerPoint
  • Proficient in at least one industry recognized by Master Person Index Or Master Patient Index (MPI)



Preferred Qualifications -

  • Healthcare or Informatics preferred.
    • Experience in one or more health care dimension (Acute, Post-Acute, Behavioral, Public Health or HIT) These can be clinical or IT related roles.
