Director, Health Information Network (HIN) Privacy

Position Summary –

  1. This position will work with the Data Privacy Officer, Department of Health and the Executive Director, NJHIN, in addition to external parties to ensure both existing and new services comply with privacy and data security obligations, including Federal and State Privacy Laws such as HIPAA, NJ laws regarding protection of personally identifiable and health information.
  2. This position will work with counsel, management, key departments and committees to ensure the NJHIN has and maintains appropriate privacy and confidentiality requirements, policies, procedures, consent, authorization requirements and information notices and materials reflecting current organization and legal practices and requirements.

Indirect: Privacy Officer – New Jersey Department of Health

Supervises –


Essential Functions –

  1. Coordinate with the appropriate regulating bodies, including the Division of Medical Assistance and Human Services, Department of Banking and Insurance, and the office of the Attorney General to ensure that programs, policies and procedures involving privacy and other legal considerations are addressed in an integrated and comprehensive manner
  2. Liaise with the Department of Health and other regulatory and accrediting bodies to ensure NJHIN’s exchange of data is consistent with legal and regulatory requirements.
  3. Develop relationships with regulators and other government officials responsible for privacy and data security issues.
  4. Develop sample privacy resources for participants in the NJHIN and State Agencies relative to participation in the HIN, such as sample language for updating notice of privacy practices, sample language for use in privacy impact assessments.
  5. Work with NJDOH to develop rules for HIN to be promulgated by NJDOH.
  6. Participate in NJHIN Advisory Committee and Subcommittee meetings, develop necessary agenda and topical material for those meetings.
  7. Conduct privacy incident investigations for HIN as necessary.

Additional Functions –

  1. Maintain current knowledge of applicable federal and state privacy laws and accreditation standards, and monitor advancements in information privacy technologies to ensure organizational adaptation and compliance, including NIST, relevant ISO publications, and similar standards and frameworks.
  2. Ensure all processing and/or databases are registered with the local privacy/data protection authorities where required.
  3. Work with business teams and senior management to ensure awareness of “best practices” on privacy and data security issues.

Prerequisite Qualifications –

  1. Education/Degree Required

Juris Doctor.  Admitted to practice Law in the State of New Jersey.

Minimum 5 years privacy, health law, public health, or health information exchange related experience.

Privacy, health information exchange, public health  


Preferred Qualifications –

MPH.  CIPP or HCISPP certification.  Strong history of presenting and publishing on public health-related topics.  Privacy Experience, such as serving as a Privacy Officer or as counsel on privacy matters.  Experience in a Health Information Exchange or Health Information Organization preferred.
