Director, Measures Management

Position Summary – Reporting to the Executive Head of Operations,  the Director of the Measures Management programs will have both internal and external customer responsibilities, ranging from project management (business development, framing of key approaches, high-quality client delivery, written products) to administration (state and federal reporting, grant monitoring), and human capital (HR/recruiting, mentoring, career progression, performance management). The Director of Measure Management will partner closely with the Senior Leadership to project/propose the future growth and ever-increasing demand for Measures Management. This position has overall responsible for the overall accuracy (quality) and productivity (quantity) of the Measures Management staff/department. Using data/metrics, this position closely monitors the performance of a cross-functional team which plans, implements, tests and deploys any tool/resource essential to both internal and external projects. This position requires a high-level understanding of healthcare data quality reporting regulations and/or programs; both NJ/state and federal legislature. The right candidate possesses administrative, operational knowledge and management experience to enable him/her to succeed when working with both internal staff/colleagues and external clients. The candidate will provide evidence of monitoring the tracking and accomplishments of goals and deliverables. They will also follow a project-management platform providing projections of milestones/deadlines in all areas, including individual employees. The chosen candidate has a track record of successfully managing cross-functional teams using evidence-based Performance Management metrics.

Reports to – Executive Head of Operations

Supervises – Managers, Analysts, Project Assistants; all Measures Management teams

Essential Functions –

  1. Organizational Governance
    • Manages a Project-Management strategy to meet projections, deadlines, deliverables and goals.
    • Communicates with Senior Leadership to align business goals of the organization with the Measures Management team.
    • Continually analyzes essential business, programmatic, and operational data/metrics, to define or adjust objectives and evaluate outcomes
  2. Daily Management Responsibility
    • Responsible for NJII’s organizational goals and expectations for productivity, quality and goal accomplishment regarding the Measures Management team’s tasks and function.
    • Coordinates with key NJII personnel to support the management of contracts, budget, resources, IT needs and communications related to assigned service line
    • Actively participates in business development, assesses new opportunities, and communicates with Senior Leadership and Business Development team regarding valuable opportunities
    • Oversees key projects, product development processes, and performance reports, data and analysis
    • Seeks and reviews potential grant opportunities for objective, purpose, applications, potential findings, costs of project, and equipment/human resource requirements.
    • Consistently (monthly) captures, analyzes and addresses performance metrics of each employee
    • Assigns tasks or responsibilities to team members, in accordance with role; Ensures an equitable/balanced workload for team members
    • Acts as educator/mentor to staff members


  1. Technology Operations
    • Works closely with key IT leadership to provide user requirements for product development related to this role. Examples are business analysis, user-requirements documentation, acceptance, development, and testing, to ensure timely releases (“go-live”) of products.
    • Reports/escalates any critical technical issues to the appropriate leadership immediately and for weekly review

Additional Functions –

  1. Performance management for staff, subcontractors, consultants, part-time (students)
  2. Attends conferences and external meetings as required
  3. Conducts annual performance reviews for direct reports
  4. Addresses performance issues in timely manner
  5. Enforces NJII’s policies and procedures
  6. Recognizes and helps develop high achievement within team and mentors direct reports in their career path at NJII
  7. Utilizes NJII’s evidence-based management standards

Prerequisite Qualifications –

  1. Education/Degree Required
  • Possession of a baccalaureate degree from an accredited institution is required.
  • Relevant clinical, healthcare, or IT experience may substitute for the above referenced education requirement.

  • Minimum 10 years’ experience in a fast-paced management setting


  1. Knowledge/Skills Required
  • Quality data/measures reporting knowledge and experience (or relevant experience)
  • Familiar with Value Based Healthcare Programs such as: Merit-based Incentive Payment System, Medicare Shared Savings Program (MSSP) and Delivery System Reform Incentive Payment (DSRIP)
  • Intermediate Microsoft Office Suite particularly Excel
  • Ability to manage multiple projects and priorities with tight deadlines using Project Mgmt. platform
  • Up-to-date with current healthcare quality reporting regulations (e.g MU Stage 3, CPC+)
  • Proactive and comfortable with customer service skills; promotes service excellence within department
  • Professional writing skills
  • Professional presentation skills
