Director, Product Development

Position Summary –

The Information Technology organization of New Jersey Innovation Institute (NJII) is responsible for the lifecycle planning of business applications through the phases of: strategize, architect, select, deploy, operate, evolve, and retire. Some of our application delivery work is managed as products, regardless of whether the customer is internal or external. This position manages the application products group that has specific responsibility for building or configuring, maintaining or enhancing, and eventually decommissioning applications or products through the life cycle.

The Director of Product Development will oversee all activities that optimize the value, cost and risk of application products.

  • Integration Analyst Team
  • Project Assistants


Essential Functions –

  • Work with the Chief Information Officer (CIO) and other business unit leads to develop overall product strategy in the context of the business strategy and key initiatives
  • Develop productive relationships with business leaders and product managers across the organization to influence how applications can enable new sources of value.
  • Define and enhance methodologies and practices for the application life cycle management in line with best practice and practical experience of continuous improvement.
  • Ensure that application processes (including those of external service providers) are conducted in line with corporate social responsibility, environmental and technical policies and applicable standards and legislation.
  • Work with management to implement and manage application product roadmaps status reporting, metrics and benchmarks.
  • Attends onsite and offsite client meetings to collect and understand product requirements
  • Conducts market research to determine consumer needs and identify competitors
  • Oversees key projects, product development processes, and performance reports, data and analysis
  • Plans and formulates aspects of research and development proposals such as objective or purpose of project, applications that can be utilized from findings, costs of project, and equipment and human resource requirements
  • Establishes and ensures products are produced according to design, quality, and price specifications
  • Facilitating the application product governance process to gain consensus on a prioritized set of measurable business outcomes that applications and products must support.
  • Oversees the application product organization's successful delivery of these business outcomes in partnership with business colleagues.
  • Oversees benefits realization to ensure the business outcomes are achieved.
  • Oversees support activities in conjunction with infrastructure and operations to ensure the application products perform well in production.


Additional Functions –

  • Conduct regular surveys of stakeholder satisfaction with application products, publish the results and, where necessary, implement action plans to improve satisfaction.
  • Manage application group personnel, developing their skills and capabilities to meet the needs of the organization, as well as building on existing recruiting capabilities to address new needs and skills gaps.

Prerequisite Qualifications –

  1. Education/Degree Required

An undergraduate or postgraduate degree in computer science, engineering, finance, business management or a related field. 

Relevant experience can substitute for the above mentioned education requirement.


  1. Years of Experience Required

A minimum of 10 years of experience in product development or a related field is required. Experience in the healthcare industry is preferred.


  1. Knowledge/Skills Required
  • Experience managing in (or transitioning to) an organization using agile development methodologies.
  • Knowledge of IT contracts and their likely cost implications.
  • Experience in engagement with procurement and legal contract advisors for additional information.
  • Knowledge of IT applications, operations, service and support organizations.
  • Knowledge of data processing, analysis and quality management tools.
  • Expert level experience in development and implementation of processes and policies.
  • Lean IT, agile development, and DevOps principles and frameworks
  • Process orientation knowledge; demonstrated ability to develop repeatable processes or improve existing processes in and out of product development;
  • Project management skills; will have demonstrated the ability to push projects over the finish line with sound planning and persistent execution; will understand how to align resources, seek the input of key constituents, and manage others to achieve desired results;
