Position Summary – This position navigates the complex, technical and/or policy-related details of quality improvement initiatives under the Measures Management Department. This position leads and manages a cross functional team to plan, implement, test and deploy any platform that is integral to projects and/or service lines he/she is responsible for. This position should also be well acquainted with new healthcare quality reporting regulations or programs (eg, MIPS, CPC+, Alternative Payment Models) under the state and federal legislature. The candidate possesses technical and operational knowledge and experience which will enable him/her to manage client relations on assigned programs and projects.

Person Reports To – Service Line Director

Supervises – May supervise Analysts and/or Project Assistants

Essential Functions –

  1. Leads cross-functional team through task assignment and weekly progress reporting and review, to meet NJII’s organizational expectations for productivity, quality and goal accomplishment in relation to assigned projects related to Quality Reporting and Value-Based Program products and services.
  2. Provides subject matter expertise related to program requirements and implementation on assigned projects
  3. Manages deadlines, deliverables and project goals set by Director; Ensures compliance toward project plans and communicates or escalates issues or project risks to senior project stakeholders as appropriate
  4. Works with key IT leadership including the Manager of Applications Development and Senior Integration Analyst to oversee the product development process, including business analysis, requirements documentation and acceptance, development, and testing, to ensure timely releases (“go-live”) of service line products
  5. Manages customer relations for assigned projects
  6. Leads business analysis and proposals for new business to existing or potential clients

Additional Functions –

  1. Captures and reports on performance metrics of each employee on assigned projects
  2. Communicates and shares best practices and successes related to relevant programs the team, leadership, and other departments as relevant
  3. Meets with individual project team members as needed to review progress and address barriers.
  4. Actively participates in business development, assesses new opportunities, and communicates with Business Development team regarding valuable opportunities
  5. Works with the Director and other leadership to establish strategic goals by gathering pertinent business, program, and operational information, defining objectives and evaluating outcomes
  6. Stays up-to-date on new information related to assigned programs
  7. Works with Director to assess and assign resources to projects
  8. Reports critical issues to the Director of Project Management for weekly review
  9. Coordinates with Director and key NJII personnel to support the management of contracts, budget, resources, IT needs and communications related to assigned service line
  10. Participates in workgroups, and ad-hoc or standing committees in which Manager’s subject matter expertise is required
  11. Attends conferences and external meetings as required
  12. When required, works directly with subcontractors (eg, developers for population health and quality reporting tools, Registry)
  13. Supervises subcontractors and consultants as needed
  14. Performs other duties as assigned by management


Prerequisite Qualifications –

  1. Education/Degree Required


  • Possession of a baccalaureate degree from an accredited college or university is required


  1. Years of Experience Required
  • Minimum five (5) years of experience in the healthcare industry.


  1. Knowledge/Skills Required
  • Clinical Quality Measures knowledge and experience
  • Value Based Healthcare Programs such as: Merit-based Incentive Payment System, Medicare Shared Savings Program (MSSP) and Delivery System Reform Incentive Payment (DSRIP)
  • Microsoft Office Suite
  • Requires effective communication skills, both verbal and written
  • Familiar with new healthcare quality reporting regulations (e.g MU Stage 3, CPC+)
  • Possesses technical, operational knowledge and experience in complex projects such as but not limited to registry, quality reporting, claims aggregation, and cost savings methodologies
  • Able to apply project management methods and principles
