IIS Data Quality Analyst

Position Summary –

The person fulfilling this role is responsible for providing both corrective and preventive data quality interventions on incoming and existing data in the New Jersey Immunization Information System (NJIIS). The person in this role works with the NJIIS, develops, implements, maintains and updates data quality protocols for the IIS, and oversees data modifications to correct errors. This role often serves as a liaison between the databases’ back-end tables where data quality issues are researched and pinpointed, the electronic and manual data sources where data quality issues often originate, and the user interface fields where changes can be made by less technical staff.



This position will have a primary location for work in Trenton for 90% of the time and a secondary location in Newark, NJ for 10% of time (which could fluctuate due business needs).

Essential Functions –

Data Quality Coordination:

  • Participate in planning and developing data quality and operational improvement projects for IIS as needed.
  • Serves as a resource to immunization providers and/or vendor/implementer/IT support person to respond to NJIIS policy procedure inquires and/or resolve any NJIIS programmatic or technical issues. This may include, but is not limited to: providing corrective and preventive data quality interventions on incoming and existing NJIIS data; resolving identified duplicate patient records in NJIIS.
  • Assist with the quality assurance process for NJIIS interface enrollment by working with the quality assurance staff on reviewing sites ready to go into NJIIS production.
  • Participate in meetings, prepare reports and respond to inquiries regarding NJIIS.
  • Plan provider onboarding projects; identify project scope, required training and resources.
  • Identify potential risks and difficulties in applying data quality interventions, and design strategies to mitigate or avoid them.
  • Evaluate program operations, data; recommend actions to improve completeness and accuracy of data and to streamline operational processes.
  • Test, audit and validate system improvements to implement performance measures as needed. Track and monitor operational results from measurements.
  • Design and document data quality protocols.
  • Quantifiably document the results and outputs of data quality interventions on incoming and existing data.

Systems Analysis:

  • Collaborate with the NJIIS Team (programmatic and technical), Immunization Program staff and managers, and outside partners to evaluate the existing system and onboarding requirements.
  • Develop long-range objectives and short-term operational goals to impact and improve data operations based on in-depth program knowledge.
  • Recommend interventions to improve data quality.
  • Propose system enhancements based on evaluation.

Technical Assistance/Training:

  • Provide tier 3 support and technical assistance to Immunization Onboarding Program partners and internal immunization program staff.
  • Clarify technical specifications with partners when needed.
  • Collaborate with the vendors, immunization program staff and outside partners to evaluate incoming data and plan enhancements to outreach and training strategies based on evaluation.
  • Train internal users on data quality and systems reporting issues.

Project Lead and Coordination

  • Provide team leadership and coordination to NJIIS onboarding team to meet program and grant goals.
  • Coordinate with other IIS workgroups and Immunization Program cross-program groups as needed.

Additional Duties –

  • Engage and provide input to the development of national standards and best practices regarding data exchange, with particular emphasis on HL7 and Web Services standards.
  • Represent NJII at national standards meetings and conferences.

May be required to work a flexible schedule, including nights, weekends and holidays.


Prerequisite Qualifications –

  1. Education Requirements

Bachelor’s degree required in Computer Science, Health Sciences or related field.

Minimum 2 years quality analyst related work experience in computing and/or healthcare environment.

  • Demonstrated knowledge of immunization terminology and practices, and the data elements that support them.
  • Demonstrated knowledge of relevant IIS standards, including HL7 2.x and SOAP/Web Services.
  • Demonstrated knowledge of IIS best practice documentation
  • Demonstrated knowledge of national initiatives such as Meaningful Use, and their impact on IIS and health information exchange.
  • Demonstrated knowledge of standardized IIS business rules and best practices.
  • Demonstrated knowledge of public health reporting standards.
  • Demonstrated knowledge of principles, methods and standards of project management.
  • Demonstrated knowledge of electronic data transfer methods.
  • Demonstrated knowledge of automated software applications such as IIS.
  • Demonstrated knowledge of testing and troubleshooting techniques.
  • Demonstrated knowledge of information system analysis, design and data management concepts.
  • Demonstrated knowledge of health-related vendor products such as EHRs.



  • Demonstrated ability to apply local and national standards consistently.
  • Demonstrated ability to quickly learn data fields commonly used in clinic practices to record vaccination encounters
  • Demonstrated ability to quickly learn new terminology.
  • Demonstrated skill in use of common software products such as Word, PowerPoint, and Excel.
  • Demonstrated skill to adopt complex, modern information technology and communication tools.
  • Demonstrated skill in drafting end user and technical documentation.
  • Demonstrated experience with relevant software and computer query and reporting tools, such as SQL, Crystal Reports, Business Objects or Excel to run reports.
